Bagaimana perjuangan melawan perubahan iklim bersinggungan dengan kebijakan dalam dan luar negeri suatu negara? Kasus Tiongkok

Abstrak

Penelitian ini bertujuan untuk mengetahui titik temu antara kebijakan dalam negeri dan luar negeri Tiongkok dalam menangani perubahan iklim. Isu perubahan iklim yang muncul pada tahun 1980-an tidak dianggap oleh Tiongkok sebagai isu penting baik dalam kebijakan dalam negeri maupun luar negerinya. Memang pada saat itu China sedang fokus pada pembangunan ekonominya. Namun dalam beberapa tahun terakhir, posisi China berubah drastis. Tidak hanya aktif dalam berbagai keterlibatan internasional dalam mengatasi perubahan iklim, namun China juga bersumpah untuk bertanggung jawab sebagai kekuatan utama dalam respon global terhadap perubahan iklim. Alasan di balik peningkatan keterlibatan Tiongkok dalam aksi iklim, menunjukkan kombinasi antara tekanan domestik dan tujuan kebijakan luar negeri. Jika dalam tekanan domestik, kiamat menjadi alasan utama keterlibatan aktif Tiongkok, dalam aspek kebijakan luar negeri, Tiongkok bertujuan untuk meningkatkan citra dan pengaruh globalnya dengan memposisikan diri sebagai aktor yang bertanggung jawab dalam perubahan iklim, terutama dalam kekosongan kepemimpinan yang ditinggalkan oleh mundurnya Amerika Serikat dari Perjanjian Paris. Dengan mengambil peran utama dalam aksi iklim, Cina berusaha untuk mendapatkan kekuatan lunak, mempengaruhi negara lain melalui daya tarik dan kerja sama daripada pemaksaan.

Revy Marlina, LSPR Institute of Communication and Business

Revy Marlina, S.Sos., M.A., is a lecturer in International Relations and Communication Studies at the Faculty of Communication, LSPR Institute of Communication & Business. She holds a Bachelor's degree in International Relations from UIN Jakarta and a Master's degree in International Law from Université Grenoble Alpes, as well as in Diplomacy and Strategic Negotiation from Université Paris-Saclay, France. Before joining LSPR as a lecturer, she completed an internship as a research assistant at the National Research and Innovation Agency (BRIN), Indonesia, and worked at the Embassy of Canada in Indonesia.

Budi Riyanto, LSPR Institute of Communication and Business

Budi Riyanto, S.IP., M.HI., is a lecturer in International Relations at the LSPR Institute of Communication and Business, Jakarta, and a Ph.D. candidate at the School of International Relations, University of International Business and Economics (UIBE), Beijing. A recipient of the ASEAN-China Young Leaders Scholarship (ACYLS) 2022, he has professional experience in government communication and public affairs, including positions at the Indonesian House of Representatives and the Ministry of Communication and Informatics. His research interests include strategic narratives, foreign policy analysis, and public diplomacy.
